100% green power creates Olympic history
From Zhangjiakou to Beijing, with the complete completion of supporting power grid projects and the completion and operation of competition venues, clean wind and solar energy continue to provide sufficient green power for Winter Olympic venues, and fulfill the commitment of 100% green power supply for all Olympic venues and supporting facilities.
100% green power creates Olympic history
At the West starting point of Chang'an Street in Beijing, the new Shougang high-end industrial comprehensive service area, close to Yongding River and backed by Shijingshan, is a real "ice and snow base". The office of the Organizing Committee of Beijing 2022 Winter Olympic Games and winter Paralympic Games is not only located here, but also the four winter sports training venues called "four pieces of ice", including short track speed skating, figure skating, curling and hockey, as well as the ski jump platform.
From the steel-making plant with steel splashing and molten steel flowing to the base camp with complete functions and serving the Winter Olympics, the present and evening of Shougang Park represent the leap of two times. In order to welcome the 2008 Beijing Olympic Games and return the blue sky in the capital, on June 30, 2005, Shougang's meritorious blast furnace, No. 5 blast furnace, was shut down and demolished. Groups of Shougang people spontaneously gathered in front of No. 5 blast furnace to make a final farewell. Today, the old factory has taken on a new look and shouldered a new historical mission.
On January 30, 2019, the signing ceremony of green supply for venues of Beijing 2022 Winter Olympic Games and winter Paralympic Games was held here, which made it clear that all 26 venues in 3 competition areas will use green power during the competition period. On the same day, new energy power generation enterprises such as Huadian Group and Jingneng Group signed a green power trading intention agreement with the Winter Olympic venues.
This is a milestone day, which means that 100% green power supply for all venues will be realized for the first time in the history of the Olympic Games. Juan Samaranch, first vice president of the International Olympic Committee and chairman of the Beijing 2022 Winter Olympic Games Coordination Committee, said that it is the first time in the history of the Olympic Games that all Olympic venues have achieved full green power coverage, which has become a new highlight of the Beijing Winter Olympic Games.
Zhang Jiandong, vice mayor of Beijing and executive vice chairman of Beijing Winter Olympic Organizing Committee, believes that the use of green power in Winter Olympic venues is a specific measure to implement the concept of Green Olympics and fulfill the bid commitments, and plays an important role in promoting China's clean energy development and serving the construction of ecological civilization.
Let the green power be sent
Where did green power come from and what journey did it go through?
"There is a wind on the dam, blowing from spring to winter." A folk proverb tells of the harsh natural environment in Zhangbei area and also implies the rich local wind energy resources. At present, the global energy pattern is undergoing profound changes, and the energy revolution characterized by clean, low-carbon and high efficiency is quietly going on. On July 29, 2015, the State Council approved the development plan of Zhangjiakou renewable energy demonstration zone in Hebei Province and agreed to establish Zhangjiakou renewable energy demonstration zone. According to the plan, Zhangjiakou will carry out three types of renewable energy projects: 10 million kW wind power base, large-scale photovoltaic power generation base and high-power photothermal power generation project. It is expected that by 2030, the installed capacity of wind power generation will reach 20 million KW, the installed capacity of photovoltaic power generation will reach 24 million KW and the installed capacity of high-power solar photothermal power generation will reach 6 million KW.
Green power can be generated, but it should be delivered. According to the low-carbon Olympic smart grid planning scheme, the supporting power grids in the three competition areas of Beijing, Yanqing and Zhangjiakou, as well as the Zhangbei flexible DC power grid test demonstration project, jointly build an energy Internet innovation demonstration area with "smart grid + clean energy" as the core element. A strong, intelligent, clean and efficient green power grid continuously transmits green power to the Olympic venues to store energy for the realization of low-carbon Winter Olympics.
In addition to the visible green power grid, another invisible green power trading network also continues to play a role. On December 18, 2020, in the North Hebei electric power trading center, various electric power trading data on the electronic screen were updated in a rolling manner. The person in charge of the center said that the end of the year is the time for power generation enterprises to negotiate pricing with power customers. Under the guidance of the Quartet cooperation mechanism, the power trading center relies on the power trading platform to directly sell clean electric energy to customers through market-oriented trading, so as to meet the power demand such as electric heating on the spot.
In September 2017, the national development and Reform Commission issued the policy opinions on the price of clean heating in northern China, encouraged the power consumption of clean heating to actively participate in market-oriented transactions, and stipulated that the transmission and distribution price of heating power participating in power market transactions in valley period shall be 50% of the transmission and distribution price in normal period. In November 2017, under the leadership of Zhangjiakou Municipal government, relevant parties consulted for many times, and the Quartet cooperation mechanism was applied and implemented on the North Hebei Power Trading Platform for the first time, opening a precedent for domestic renewable energy power market-oriented trading. Under this mechanism, the government, power grid enterprises, power generation enterprises and users jointly participate in market-oriented transactions, break the mechanism bottleneck of renewable energy consumption and utilization, and realize the unity of economic benefits, ecological benefits and social benefits.
In November 2018, China's first green power trading rules - Beijing Tianjin Hebei green power market trading rules (for Trial Implementation) was officially issued. Renewable energy power generation enterprises in Beijing Tianjin Hebei region will carry out market-oriented trading for electricity beyond the guaranteed acquisition hours; Green power transactions between Winter Olympic venues and new energy power generation enterprises are listed as priority protection objects.
Market oriented transaction is like a pair of invisible hands, holding wind power enterprises and power customers together. On the one hand, new energy power generation enterprises have achieved certain economic benefits while fulfilling their social responsibilities and promoting the consumption of new energy by participating in green power transactions; On the other hand, the Winter Olympic venues have reduced the cost of electricity and practiced the low-carbon concept through green electricity trading. As a basic platform for optimizing the allocation of power resources and promoting the consumption of clean energy, the power trading center provides a fair, open, stable and smooth channel for power generation enterprises and power customers.
On July 1, 2019, the green power trading of Beijing Winter Olympic venues was officially launched, and the first batch of 7 Winter Olympic venues and supporting service facilities used green power. The main person in charge of the green electricity trading working group of the company's Winter Olympic cooperation leading group said: "from 2019 to 2020, the Winter Olympic Organizing Committee plans to include all Olympic related electricity in the venue construction period, test competition period and Olympic competition period into the green electricity trading. It is expected that the total scale of trading electricity will be 700 million kwh."
Green office and green electricity
On the morning of December 10, 2020, the 110kV Haituo substation in xiaohaituoshan, Yanqing District, Beijing was built along the mountain in a staggered structure, with photovoltaic panels on the roof to achieve green power consumption in the station. Guan Tao, chief engineer of Yanqing power supply company, said: "this substation is located in the core area of the Winter Olympic venues. We will build the excavated rubble into the exterior wall of the substation, which is both environmentally friendly and beautiful."
From planning, construction to implementation, Green Olympics is the consistent concept of the company. Gu Yi, director of the second Planning Department of the State Grid Development Department, said: "based on the special resources and location advantages of Beijing and Zhangjiakou, the company actively creates an energy Internet innovation demonstration area with 'smart grid + UHV grid + clean energy' as the core element, so as to provide safe, reliable and clean power guarantee for the Winter Olympic Games."
The largest centralized electric vehicle charging station in Beijing built by State Grid Beijing electric power company was put into use in the underground parking lot of Wukesong Sports Center on May 15, 2020. 80 60 kW DC charging piles and 120 7 kW AC charging piles have a maximum charging service capacity of 1300 vehicles per day. This year, State Grid Beijing electric power fully implemented the national "new infrastructure" deployment. On the basis of the early plan to build 1632 new energy vehicle charging piles, it added 1187 charging pile construction plans, and implemented a total of 2819 charging pile construction projects, covering the urban sub center of Beijing, the surrounding venues of the 2022 Beijing Winter Olympic Games and winter Paralympic Games, the Jingli expressway service area Daxing International Airport, Airport Economic Zone, etc. serve the construction of charging facilities and the development of electric vehicles in the capital.
At present, Beijing electric power company has built 326 charging piles around the venues in Beijing competition area; Invest in the construction of photovoltaic power generation, energy storage system and charging integrated demonstration station in Yanqing competition area; 107 charging stations and 720 charging piles have been built along the expressways around Zhangjiakou and in the urban area to provide convenient charging services for the transportation in the Winter Olympic Games area.
To ensure the quality of the air in and around the competition area is a commitment made by the Beijing Winter Olympic Games to the international community and also carries the expectations of local residents. From 2018 to 2020, Beijing electric power company made every effort to do a good job in clean heating in the northern region, implemented the "coal to electricity" for 8.63 million households, and added 679 million square meters of electric heating area. In the two heating seasons from 2018 to 2020, 24.9 billion kwh of heating power has been completed. It is expected that 20.7 billion kwh of alternative heating power will be replaced in the heating season from 2020 to 2021, 45.6 billion kwh will be replaced, 25.33 million tons of bulk coal will be replaced, 45.49 million tons of carbon dioxide, 1.37 million tons of sulfur dioxide, 680000 tons of nitrogen oxides and 12.4 million tons of dust will be reduced, making outstanding contributions to winning the battle for the blue sky.
Winter Olympics as the medium, Green Olympics. With the approaching of the Winter Olympics, all preparations are vigorously promoted. Green electric energy lights up the light of the Winter Olympics in the most reliable, economical and efficient way, so that the world can see the beautiful green and low-carbon China.
